Job Summary
The Executive Director of Health IT Operations is responsible for aligning Health IT strategies with UCSF Health’s goals, overseeing governance structures, and assists in the management of the IT portfolio to ensure operational and strategic excellence. This role will ensure that the strategic initiatives of the organization are prioritized effectively in collaboration with other IT and Operational leaders from across the organization. The Executive Director, Health IT Operations will also oversee the continual professional development and engagement of the Health IT staff and partners with leadership to address organizational and operational challenges. Additionally, they oversee the Health IT Project Management Office (PMO), manage change initiatives and ensure clear and effective communication across teams. By fostering cross-departmental collaboration and optimizing IT operations, this leader plays a pivotal role in advancing UCSF Health’s mission and strategic priorities. The Executive Director will also champion continuous improvement of the department’s efficiency and effectiveness to meet the evolving needs of UCSF Health.

This senior management role will be expected to work onsite four days per week to meet operational and departmental needs.
IT Program and Portfolio Management
- Oversees the Health IT PMO and Portfolio management function.
- Direct leadership of the major IT Restructuring program that includes consolidation of information technology from across UCSF Health.
- Partners closely with the Campus IT Operating Model Program Executive on migration of UCSF Health to the IT Operating model to mitigate the root causes of information security deficiencies.
- Partners with the Enterprise Portfolio Manager for UCSF Health in development of consistent portfolio management tools, and alignment to enterprise objectives and standards.
IT Governance
- Establish the governance structures required to appropriately engage departmental and information technology leaders in the prioritization and decision-making process associated with Health IT systems.
- Oversee the governance program to ensure ongoing productivity and interconnectivity of the governance groups.
- Assists CIO Health with preparation of materials for SET, CEO Council, and other executive forums.
- Ensures UC-wide teams have relevant participation. Aggregates initiatives and learnings and tracks what is being applied at UCSF.
Strategy:
- Collaborates across UCSF Health to fulfill key elements of the UCSF Health strategic plan and the role IT plays in realizing the outcomes of that strategy.
- Coordinates and oversees the IT portfolio of projects in alignment with the priorities and strategy of the Health System Executive Team.
- Focused on UCSF Health, this role is responsible to integrate the Health technology roadmap and investment plan with key Campus focused IT leaders such as the ACIO Research, ACIO Education and the Campus IT Operating Model Program leader.
Human Resources:
- IT People Development Program: training, education, and continual professional development, role-based team operating model, and new technology skills.
- Collaborates with HR Strategic Business Partners to understand key trends including staff retention/turnover, recruitment time and vacancies, and identified diversity gaps and related initiatives.
The incumbent is a strategic business partner to the senior clinical, business, and operational leaders of UCSF Health, and with the research, teaching, and patient care missions of the Schools of Medicine, Nursing, Pharmacy, and Dentistry as they relate to care delivery.
The final salary and offer components are subject to additional approvals based on UC policy.
Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.
The salary range for this position is $187,300 - $454,700 (Annual Rate).

Department Description
The Executive Director of Health IT Operations will report to the UCSF VP and CIO of Health within the broader IT organization led by the UCSF Chief Information Officer who is responsible as the primary executive leader of information technology at UCSF (referred to as UCSF IT). Required Qualifications
- Bachelor's degree in related area and / or equivalent experience / training
- 10+ years experience in healthcare delivery, including academic health systems
- 10+ years of experience managing/leading information technology organizations
- 7+ years at the entity or system Vice President level or equivalent, with demonstrated experience in program, business, and financial management
- Expert knowledge of clinical applications concepts, policies, and practices, including planning, programming, development, deployment, testing, program integration and user training and support methodologies.
- Expert in developing and implementing long and short-range strategic plans, evaluating and developing staff competencies, organizing operations, and fiscal management. Includes significant experience implementing large, complex projects in multiple healthcare settings, including outpatient and acute care. Proven ability to manage concurrent major initiatives.
- Exceptional leadership skills, with the ability to create and sustain a goal-oriented climate of teamwork and collaboration across departments for effective problem solving, conflict resolution, adherence to organizational values, and consistent achievement of objectives. Demonstrated ability to navigate politically sensitive issues and to negotiate solutions that achieve the required outcomes in a manner that is durable and addresses the key concern of impacted constituents. Requires expert communication, organization, management and project management skills.
- Exceptional analytical and critical-thinking skills, with in-depth ability to develop and pursue goals, synthesize data to identify system vulnerabilities and apply creative solutions. Possesses operational expertise, business management, and strategic planning skills to integrate technology with sound business practices and drive integration with clinical operations.
- Exceptional ability to collaborate effectively with senior management to develop, deconflict, and align strategic goals and objectives across the organization and at the UC-wide level.
- Demonstrated ability to work as a leader in a collaborative environment, build consensus and promote the exchange of information among project team members, project management staff, and external units.
- Excellent skills in analysis and decision-making, facilitation, and ability to lead by influence. Highly sophisticated ability to delegate and oversee assignments to ensure successful and timely completion as well as to obtain the cooperation of others organization-wide. Highly sophisticated collaboration and teamwork skills.
- Advanced communication skills, with the ability to convey information clearly and concisely to all levels of staff, senior management, customers and business stakeholders about programs, services, best practices, strategies and organizational mission and values. Strong writing ability for both complex programmatic as well as narrative work.
- Advanced knowledge of healthcare medical terminology, clinical practices and processes, and clinical information systems. Advanced knowledge and understanding of interdependencies of functional departments and groups within the health system and external partners.

- Advanced ability to negotiate large multi-year contracts, including developing and maintaining vendor and customer relationships. Understanding of UC procurement policies and practices.
- Demonstrated ability to develop and implement policies at the system level.
- Able to work across multiple locations throughout the health system and affiliates.
