Program Introduction

The Excellent Young Scientists Fund ProgramOverseasaims to attract and encourage outstanding young scholars from overseas (including non-Chinese foreign nationals) who have demonstrated strong achievements in natural sciences or engineering. The program encourages these scholars to return to (or come to) China to conduct independent and innovative research, accelerate their professional development, and become leading academic figures at the frontiers of science and technology. This initiative supports the national strategy of building a strong scientific and technological nation

Application Criteria

The following requirements are based on the 2025 application guidelines; please refer to the guidelines to be issued in 2026 for the final and authoritative criteria.

1. Applicants for the Excellent Young Scientists Fund Program (Overseas) should meet the following criteria

  • Comply with the laws and regulations of the People's Republic of China, possess good scientific ethics, and conscientiously embody the spirit of scientists in the new era.
  • Born on or after January 1, 1986.
  • Hold a doctoral degree.
  • The main research focus shall cover natural sciences, engineering, and related fields.
  • Since obtaining a doctoral degree until April 15, 2026, applicants are generally required to hold a formal teaching or research position at a renowned overseas university, research institution, or corporate R&D organization for at least 36 consecutive months. Exceptions may be made for those who obtained their doctoral degree overseas and demonstrate particularly outstanding achievements, allowing for a relaxation of the work experience requirement. (This does not apply to those who obtained their doctoral degree through Sino-foreign joint training programs.) During the period of overseas employment, if an applicant also holds a paid position in China, the duration of that domestic position will not be counted as part of the overseas work experience.
  • Have acquired research or technical achievements recognized by peers, and possess the potential to become an academic leader or outstanding talent in the field.
  • Applicants who have not yet returned to work in China full-time or who returned to work in China on or after January 1, 2025, must resign from their overseas positions or have no employment overseas upon receiving the funding notification. After receiving the funding notification, the recipient must resign from overseas work and return to China to work full-time for at least 3 years.
  • 2. Restrictive Requirements

    Adhere to the requirements of central authorities regarding the coordinated integration of national science and technology talent programs. Individuals at the same level of the national science and technology talent program can only undertake one project and are not allowed to apply for projects at a lower level.

  • A Strong Start, Sustained Empowerment: The Elite Professor position is a senior academic role offered as an institutional appointment under the public-service establishment system, with a fast-track pathway to appointment as a doctoral supervisor. Candidates who advance to the review stage of the Excellent Young Scientists Fund ProgramOverseasbut are not selected may be given priority consideration for Outstanding Young Professor or  Outstanding Young Associate Professor positions (institutional appointments under the public-service establishment system).
  • Competitive Compensation and Long-Term Funding: A highly competitive salary is offered, along with generous relocation allowances and ample research funding. After the initial contract term, ongoing salary support is provided, enabling faculty to pursue higher academic goals in a stable environment. Faculty may also advance along the university’s promotion pathways, ensuring sustained growth and broader academic prospects.
  • A Capable Team with Robust Support: Graduate enrollment quotas are allocated in the first year of employment. During the initial appointment period, separate quotas for Master’s and PhD student admissions are provided. The university also provides full support for recruiting two postdoctoral researchers. Respecting individual development preferences, new appointees are offered the option to join an existing team or pursue independent research, with equal access to platform resources and institutional support.
  • Comprehensive Quality Education: High-quality affiliated kindergartens, primary, and secondary schools are available to meet the educational needs of faculty members’ children.
