Offer Description

1 - In accordance with Decree-Law No. 57/2016, of August 29, as amended, it is hereby made public that, by resolution of the Board of Directors of IPMA, I.P., dated 22/12/2025, recorded in point 3 of minutes No. 149/2025, the opening of the international competitive selection procedure was authorized - applications must be submitted within 10 (ten) working days - for a position of PhD researcher, within the scope of the Diretiva Quadro Estratégia Marinha (DQEM), with a fixed-term public service employment contract for a period of three years, on an exclusive dedication basis.

 

2 - The job description is as follows:

a) To monitor the planning and execution of the Marine Strategy Framework Directive Monitoring Project, ensuring compliance with the schedule, monitoring costs in relation to the budget, and supervising the management of contracts for the acquisition of services, supplies, and reagents;

b) To support the Director of the Department of Sea and Marine Resources (DMRM) in coordinating the Department's strategic activities and in liaising with the different Organic Units of the DMRM;

c) To monitor and support the preparation of reports, technical documents, and technical-scientific opinions of the DMRM, ensuring strict compliance with response dates and interaction with the Planning and Support Unit of the Board of Directors;

d) To support the current administrative management inherent to the DMRM, as well as internal communication;

e) To support the organization and monitoring of DMRM representation activities, as well as meetings and events with external entities.

 

3 - Applicable Legislation:

a) Decree-Law No. 57/2016, of August 29, amended by Law No. 57/2017, of July 19, which approved a regime for hiring PhD holders, intended to stimulate scientific and technological employment in all areas of knowledge (RJEC);

b) General Law on Public Service Employment (LTFP), approved as an annex to Law No. 35/2014, of June 20, in its current wording;

 

4 - In accordance with Article 16 of the RJEC, this bidding procedure is exempt from:

a) Authorization from the members of the Government responsible for the areas of finance and Public Administration, in particular that referred to in § 3 of Article 7 of the LTFP,

b) Obtaining the favorable prior opinion referred to in § 5 of Article 30 of the LTFP and

c) The recruitment procedure for workers in a professional development situation, as per Article 265 of the LTFP.

5th - Only national, foreign and stateless candidates holding a PhD in Biology or related fields may apply to the competition, under penalty of exclusion.

6th - Those who, under the terms of Decree-Law No. 66/2018 of August 16 - which approved the legal regime for the recognition of academic degrees and higher education diplomas awarded by foreign higher education institutions - have had their academic degree or higher education diploma recognized, awarded by foreign higher education institutions, may also apply.

7th - The remuneration is level 33 of the Single Remuneration Table, namely: €2,351.53, plus meal allowance, holiday allowance and Christmas bonus. 8 - Workplace: IPMA headquarters, Rua C, Lisbon Airport; 1749-077 Lisbon and Algés branch, located at Av. Alfredo Magalhães Ramalho, 6 1495-165 Algés.

 

9 - In accordance with article 5 of the RJEC, the selection is carried out through the evaluation of the candidates' scientific and curricular background, considering the following parameters (0 to 20 points), in an additive manner, and broken down to the nearest tenth, with proven professional experience being valued in:

Activities in science, technology and innovation management, or experience in observing and monitoring the scientific and technological system or higher education, in Portugal or abroad - 6

 

10 - The evaluation of the candidate's scientific and curricular background may be supplemented by an interview with the five highest-ranked candidates, whenever the selection committee so decides.

 

11 - In accordance with Article 13 of the RJEC (Regulation of the Selection and Evaluation of Competitiveness), the selection committee has the following composition:

President: Professor José Ângelo Guerreiro da Silva, President of IPMA, I.P.

 

Members:

Dr. João Manuel Figueiredo Pereira, Head of the Fisheries Resource Modeling and Management Division of the Portuguese Institute of the Sea and the Atmosphere, I.P. and Dr. António Miguel Piecho Almeida Santos, Coordinating Researcher of the Ocean Observation and Monitoring Unit of the Portuguese Institute of the Sea and the Atmosphere, I.P.

 

12 - The jury deliberates by means of a reasoned nominal vote in accordance with the selection criteria adopted and disclosed, and abstentions are not permitted.

 

13 - Minutes are taken at jury meetings, containing a summary of what occurred, as well as the votes cast by each member and their respective justifications, and are made available to candidates upon request.

 

14 - The jury's final decision requires approval by the Board of Directors of IPMA, IP.

 

15 - The deadline for submitting applications for the procedure is 10 working days, starting from the day following the publication of this notice in the Public Employment Exchange (BEP).

 

16 - The application must be accompanied by the following documents:

a) Form available on the IPMA, IP website, expressly indicating which reference(s) you are applying for;

b) Copy of certificate or diploma attesting to the title of Doctor in Biology or related fields;

c) Doctoral thesis;

d) Detailed and updated Curriculum Vitae;

 

e) Other documents that the candidate considers relevant for the evaluation of their scientific and curricular background.

 

17 - Candidates should submit the documents, preferably in digital format (PDF), to the email address recrutamento@ipma.pt , in person at Rua C ao Aeroporto de Lisboa, 1749-077 Lisboa, during office hours (10:00 AM - 4:00 PM), or by mail to the same address.

When sent by mail, the mail must be registered, with acknowledgment of receipt, and dispatched no later than the last day of the application period.

 

18 - The following are excluded from the procedure:

a) Candidates who incorrectly formalize their registration or who do not prove the required qualifications;

b) Candidates who do not submit the application, do not send the documentation, or send illegible, incorrectly completed, or invalid documentation.

c) Candidates who do not indicate the procedure to which they are applying.

 

19 - The selection committee has the right to require any candidate, in case of doubt, to present supporting documents for their statements.

 

20 - False statements made by candidates will be punished according to the law.

 

21 - The lists of admitted and excluded candidates, as well as the final ranking lists, are published on the website http://www.ipma.pt/pt , and candidates are notified by email with delivery receipt. 22 - In accordance with Article 121 of the Administrative Procedure Code, after notification, candidates have 10 working days to respond in writing. Within 90 days from the deadline for submitting applications, the jury will issue its final decisions.

 

23 - This competition is exclusively for filling the indicated vacancy and may be terminated until the final ranking lists of candidates are approved, expiring upon the respective filling of the offered positions.
