Position Summary Information
Position Purpose | The home campus for this position is flexible to include Bloomsburg, Lock Haven or Mansfield. The Telecommunications Manager performs a variety of technical, supervisory and administrative work in the design, installation, maintenance, programming and delivery of voice and telecommunications services to the University. This includes planning, and coordinating the design, installation, connectivity of all telephone and voicemail systems and associated communication circuits including IP, digital, analog and wireless services. It also includes administration of cellular devices, audio conferencing services and carrier service contracts. This position is both administrative and consultative in nature and is responsible for the management, coordination, and ongoing review of the University’s telecommunications activities. The Telecommunications Manager is responsible for planning and maintaining campus unified communication systems, including developing proposals for equipment, facilities and services to improve existing or implement new voice and telecommunications systems. This includes the performance or supervision of advanced technical functions, or serving as the project manager for highly complex and critical voice telecommunications systems that are broad in scope and which may involve system design and/or engineering responsibilities. This position will be highly hands-on and not only supervisory in nature. The Telecommunications Manager must ensure that assigned areas of responsibility are performed within budget, perform on-going cost control activities, monitor revenues and expenditures in assigned area, and assure effective and efficient use of budgeted funds, personnel, materials, facilities and time. |

Description of Duties | Perform basic and advanced PBX Telephony/Contact Center and Voicemail programming and administrative functions – 25% Maintain and support CU – owned Mobile devices and chargeback functions – 15% Furnish technical leadership in all aspects of voice communications, such as telephone systems, distributed processing equipment, physical plant cabling standards, carrier services rates and regulations, and the integration of voice (i.e. Unified Communications). – 10% Perform capacity planning for University telecommunications infrastructure and systems. Monitor system performance and recommend equipment or procedural modifications to improve voice and telecommunications systems. Manage and oversee system and equipment maintenance schedules, disaster recovery and business continuity plans. – 10% Direct and coordinate the work of staff performing, technical or administrative work in the development and modification of voice and telecommunications systems, including the installation and repair of University owned conduit and cable systems. Perform the full range of supervisory duties. – 10% Monitor and manage carrier services contracts and vendor service agreements. Verify services are delivered in compliance with contracted agreements and accurately billed with no lapses of service due to unplanned expiration of the agreements. – 10% Serve as the project manager for highly complex and critical voice telecommunications system implementations. – 10% Ensure current inventories and documentation are prepared and maintained on telecommunications systems, circuits, and equipment. – 10% |

Minimum Requirements Profile | B.S. in Computer Science, Telecommunications, or Electrical Engineering OR equivalent combination of education and experience. Courses and certifications pertaining to telephone and data signal transmission, switching, cabling and system programming. |
Preferred Qualifications | Certification in Cisco Unified Communications products is desired. BICSI ITS Technician Certification is desired. |

Knowledge, Skills & Abilities | Employee must have knowledge of the Cisco Unified Communications Collaboration platform. Employee must have sufficient knowledge of legacy Avaya PBX systems to facilitate a conversion to the Cisco Platform. Employee must have knowledge of IP networking models and practices such as to support an IP-based unified communications platform. Employee must be well versed in both copper and fiber-optic cabling standards and practices to include installing, repairing, terminating and splicing cable. |

Background Clearances | Offers of employment are conditional, pending successful completion of the background clearances mandated by Act 153 of 2014 and Board of Governors Policy 2014-01-A: Protection of Minors. In order to qualify for a provisional appointment, the Applicant Acknowledgement Consent Form, Provisional Hire Form, Pennsylvania State Police and Justifacts portion of the clearance process must be successfully completed prior to your start date.
