Description of Work Unit
CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and within CSU to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

Position Summary
This position will work with Project Managers (PMs) and the Principal Investigator (PI) currently employed at the Center for Environmental Management of Military Lands (CEMML), Colorado State University. As a Project Management Support Specialist, the incumbent will share many of the same responsibilities as the PMs/PIs, working collaboratively on common goals that satisfy the needs of individual projects. The incumbent will be exposed to all aspects of the PM’s/PI’s work responsibilities, including, but not limited to:
  • Completing required reporting to the sponsor
  • Reviewing and preparing required deliverables
  • Providing support to off-site employees regarding a variety of topics
  • Assisting with recruiting and hiring new staff, preparing position descriptions, evaluating, interviewing, and participating in candidate selection.
  • Assisting with budget and proposal development
  • Assisting with procurement request support
  • Assisting with the development of employee risk management and safety resources
  • Supporting other as needed technical tasks

This position will provide ecological support and technical assistance supporting natural resource and Integrated Training Area Management (ITAM) projects across the US. ITAM specific tasks include supporting military training land repair and maintenance, GIS support, data collection efforts, providing QA/QC support on deliverables, assisting with information management, project documentation, and providing planning and decision support for the implementation of projects at military installations. Natural Resource Management support will include, but not be limited to, managing and monitoring wildlife and plant species data, performing surveys, monitoring ecosystems, supporting communications between CEMML staff and base sponsors, and writing and reviewing reports on a variety of topics including, but not limited to, threatened and endangered species, special status species, invasive species, plant communities, and habitat restoration. This support currently occurs at DoD installations spread across the CONUS as well as in Alaska and Hawaii.
This position qualifies for hybrid/in-office work. In-office work will occur at the main CSU campus in Fort Collins, Colorado.
Required Job Qualifications
  • BA/BS in biology, environmental science, forestry, natural resources management, GIS, or a closely related field.
  • The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.
  • Must possess a valid drivers license or the ability to obtain one by the position start date.
  • A minimum of five (5) years of post-degree professional work experience in the areas mentioned above (may include up to two years of graduate school experience).
  • A minimum of five (5) years of experience providing GIS support and cartographic maps to federal sponsors.
  • Experience working with the Department of Defense (DoD) and other federal land-management agencies, including demonstrated experience working on military lands and knowledge of DoD instructions, directives, guidance, and processes.
  • Excellent written and oral communication skills.
  • Experience with ArcPro (preferred) or ArcGIS 10.6 or higher.
  • Proficient with the Microsoft Office suite of programs.
  • Experience with field data collection, database management, data analysis, map composition, and developing metadata files.
  • Experience collecting natural resources data on a Global Positioning System (GPS), tablets, and similar devices; and/or the use of Collector/Field Maps, Survey 123.
  • Familiar with the execution of natural resource/ITAM programs on military lands.
  • Experience working in a highly structured organization and experience interacting with stakeholders and supporting project sponsors.
  • Demonstrated experience with military Integrated Natural Resources Management Plans, Integrated Cultural Resources Management Plans, Integrated Wildfire Management Plans, Range Complex Master Plans, and Range Safety Plans.
  • Experience providing editorial support in writing, developing, and reviewing management plans, survey memos, technical reports, and presentations.
  • Experience working on complex projects and tasks collaboratively and productively in multidisciplinary environments.
  • Experience evaluating, hiring, training, and/or supporting project staff.
  • Knowledge of federal, state, and local laws, regulations, and requirements regarding environmental protections (e.g., Clean Water Act, Endangered Species Act, Migratory Bird Treaty Act, NEPA, Sikes Act, etc.).
  • The ability to work outdoors in rough terrain and inclement weather includes walking long distances. Ability to lift to 40 pounds occasionally without assistance.
Preferred Job Qualifications
  • Master’s degree (MS or MA) in biology, environmental science, forestry, natural resources management, GIS, or a closely related field.
  • Eight (8) or more years of relevant post degree professional experience in the areas listed above.
  • Eight (8) or more years of experience writing risk assessments and safety plans regarding natural resource management.
  • Five (5) or more years of experience working within a university/academic setting with faculty, researchers, and university support offices.
  • Experience executing land reclamation projects that include heavy equipment and soil, water and vegetation management. Have a working knowledge of heavy equipment types and their capabilities.
  • Experience identifying land restoration requirements while on the training lands. Experience documenting concerns about land restoration requirements.
  • Experience collating, tracking, reviewing, and commenting on data and reports from contractors and/or subordinates to ensure that all documentation and deliverables are complete and comply with professional/contractual standards.
  • Experience with business travel logistics, procurement, and resource acquisition.
  • Experience developing, implementing, and ensuring adherence to Standard Operating Procedures (SOP) that meet organizational requirements.
  • Experience supporting the process of securing external funding to include writing proposals and generating and tracking budgets.
  • Experience establishing and maintaining effective working relationships with colleagues and clients, as demonstrated by effective coordination and execution of multiple projects and staff simultaneously.
