Job Description Summary
The Senior Manager provides overall management and technical leadership of a major functional area including multiple lines of services. Determines, leads, and manages the strategic vision and direction for UBC IT Library operations in alignment with the UBC Library and UBC IT strategy for multiple UBC campuses. Implements information security and information technology infrastructure policies to ensure systems in the portfolio are secure, compliant with complex legal requirements, and compatible with University-wide systems. Determines, budgets, and establishes standards for the operation of the UBC IT Library. Provides leadership, development and guidance to staff.
Organizational Status
Reports to the Director, Digital Enablement and takes direction from Director, Engagement Services and Associate University Librarian, Library Digital Programs and Services.
Works with various departments within the University to ensure that Library’s Information Technology ecosystem is compatible and interoperable with the infrastructure of various co-operating departments. Works with external vendors to ensure the efficient operation of commercial and custom developed solutions. Works with Library management and senior leadership to ensure systems are in place to meet their needs and continuously improved. The incumbent supervises a team of IT professionals and participates in a variety of stakeholder groups internal and external to UBC.
Work Performed – Specific Duties
- Determines requirements and leads the implementation of short and long-term technology strategies to reflect changing business and technology needs.
- Establishes plans to ensure that the required digital solutions are ready and available for use by the various Library divisions within appropriate timelines.
- Responsible for managing the team to ensure exceptional support for a diverse suite of applications and digital solutions.
- Implements digital infrastructure and security policies to ensure that the Library portfolio’s Information Systems are secure for electronic commerce, compatible with University-wide Information Technology initiatives, as well as able to interact with other University departments as required.
- Ensures that both staffing and resources are available to meet the timelines for the implementation of systems in the various sub units as well as to meet Library s commitment to various University-wide Information Technology initiatives.
- Prepares annual budgets in the context of the UBC Library’s overall priorities.
- Responsible for the life cycle management of Library infrastructure and applications.
- Provides technical guidance and advice to staff of all levels in managing a diverse digital ecosystem.
- Liaises with vendors and technology professionals to deploy commercial and custom developed software for departmental use while ensuring prompt ongoing support requirements are met. Ensures compliance with licensing, privacy and security policies.
- Leads design team and participates in designing, implementing, and maintaining proprietary departmental software, including but not limited to key assignments, work orders and maintenance requests.
Work Performed - Core Duties
- Works with business partners and/or IT leadership to understand and anticipate business and IT needs of a major functional area with multiple lines of services.
- Develops integrated strategies, operating plans, targets and measures for functional area and leads the day to day delivery of its programs, services and activities.
- Negotiates, sources and obtains financial, physical, or human resources to support long-term projects and programs.
- Develops and ensures systems, procedures, methods, standards and controls are created and followed which foster operational efficiency, monitor compliance, mitigate risks, and achieve functional area results.
- Develops and implements innovative business solutions, programs and services, provides leadership and oversight on projects, and collaborates with others on integrated solutions and initiatives across other administrative/academic units.
- Develops and manages reporting supervisors, team leads, professionals and other staff including selection, training, coaching, performance management and all other people practices.
- Provides career planning advice to staff and creates development plans to help staff achieve their career goals including assigning work which leverages their skills and capabilities and provides them with opportunities for learning.
- Anticipates and analyzes trends in technology and assesses the impact of emerging technologies on the business.
- Maintains appropriate professional designations and up-to-date knowledge of current information technology techniques and tools.

Consequence of Error/Judgement
Information Technology plays a key role in enabling the University to achieve its goal of becoming one of the world’s leading universities. The Senior Manager is responsible for the implementation and operation of critical IT services to academic units with responsibility for teaching, learning and scholarship. As well as administrative units responsible for the efficient, cost effective delivery of a wide range of services and processes that must meet the needs of students, faculty and staff.
Failure to meet service level obligations for performance and availability of services could adversely impact the University community, including the large majority of students, faculty and staff, and could cost millions of dollars in lost productivity, funding and revenue. It also risks damaging the reputation of UBC and UBC IT.
Supervision Received
Reports to the Director, Digital Enablement and takes direction from Director, Engagement Services and Associate University Librarian, Library Digital Programs and Services. The incumbent must be able to work independently and assume full responsibility for their decisions.
Supervision Given
Manages staff directly and indirectly through subordinate managers; oversees deliverables assigned to Contractors other individuals on a project basis.
Minimum Qualifications
Post-graduate degree. Minimum of ten years of related experience including at least four years of managerial experience plus three years of specialized experience in the design and implementation of major computer systems, or the equivalent combination of education and experience.

Proven experience with Strategic planning within an IT environment, including: budget forecasting, resources planning, and IT trending.
Proven experience leading and managing a team of IT professionals.

Strong interpersonal skills with the ability to work with all levels of users.
Ability to plan and manage the design and development of databases and complex applications.
Knowledge of UBC Information Technology systems and protocols.
Ability to adapt quickly to changing priorities, set work priorities, work under pressure and meet deadlines.
Working knowledge of Academic Library methodologies and tools.
