Description

This position is responsible for the comprehensive management and oversight of the University’s capital construction, renovation, and in-house construction projects. This role leads projects from planning and design through construction and close-out, ensuring delivery that meets university standards and goals for quality, schedule, budget, safety, and regulatory compliance.  Primary responsibilities include selecting architect(s); preparing and negotiating contract documents and project specifications; coordinating construction activities with university departments, utilities, and governmental agencies; and preparing/justifying work programs/budgets. Additional duties include providing assistance in the preparation of comprehensive capital maintenance and capital outlay projects for each fiscal year and subsequent multi-year plans for submittal based on institutional priorities.

Essential Job Duties

Project Oversight & Strategic Management

  • Provide oversight of the full slate of current and future projects; 
  • Act to achieve maximum progress, value, and efficiency across all projects as well as to protect the interests of the University; 
  • Act to ensure project goals are accomplished on time and within available resources and established budgets; 
  • Expedite and facilitate timely decision-making; 
  • Assist in forecasting capital expenditures; 
Stakeholder Coordination & Communication
  • Serve as the primary liaison between university staff, designers, contractors, subcontractors, city, county, and state agencies to facilitate the design and construction process for all projects; 
  • Coordinate and communicate effectively with all parties involved; 
  • Conduct construction meetings and ensure meeting minutes are accurate and distributed in a timely manner; 
  • Identify, negotiate, and implement cost-effective and equitable resolutions to conflicts arising during the construction process; 
Procurement, Contracting & Consultant Management
  • Assist in the selection of architects, engineers, and other consultants; 
  • Prepare and administer requests for qualifications (RFQs) and requests for proposals (RFPs); 
  • Procure required design support services; 
  • Engage and manage services of necessary outside entities, including but not limited to geotechnical engineers, surveyors, code review consultants, archaeology consultants, industrial hygienists, environmental and sustainability consultants, etc.; 
  • Negotiate, prepare, and execute contract documents from design through project completion; 
Budget & Financial Management
  • Verify project intent and goals and assist in the development of associated project budgets; 
  • Effectively manage project budgets through completion; 
  • Develop and maintain detailed and accurate facility management and construction cost data; 
  • Prepare detailed status reports, cost analyses, and project tracking reports for administrative review; 
Scheduling, Bidding, & Pre-Construction Administration
  • Assist in establishing project schedules; 
  • Prepare legal notices and advertisements; 
  • Conduct and coordinate pre-bid meetings; 
  • Review, coordinate, and incorporate all addenda into project documents; 
Design Review, Quality Assurance & Compliance
  • Establish, implement, and administer construction inspection and quality assurance programs for all projects; 
  • Ensure project review comments and university design standards are incorporated; 
  • Review construction submittals and maintain records of purchased materials; 
  • Ensure compliance with all applicable federal, state, and local codes, regulations, and university design standards; 
  • Develop and implement construction management policies and procedures; 
Records Management & Project Close-Out
  • Maintain project records in an organized and accessible manner for departmental use; 
  • Administer project close-out requirements; 
  • Obtain and review as-built documents, operations and maintenance manuals, and electronic drawings; 
  • Incorporate final documentation into departmental drawing and records archives; 
Environmental Health & Safety (Asbestos / Hazardous Substances)
  • Assist with the development, administration, and implementation of asbestos and hazardous substance awareness programs; 
  • Assist with the development, administration, and implementation of safety programs; 
  • Effectively manage contracted asbestos survey work and abatement projects; 
  • Perform all other duties as assigned.


Minimum Qualifications

  • Bachelor’s degree is required OR a minimum of ten years of experience that reflects progressive responsibility in construction, equipment, maintenance, and repair, A and E, or a related area is required for placement at the senior level; 
  • Bachelor’s degree is preferred PLUS a minimum of two years of experience that reflects progressive responsibility in construction, equipment, maintenance, and repair, A and E, or a related area is required for placement at the entry level; 
  • Bachelor’s degree in engineering (preferably mechanical engineering), architecture, building science, or another relevant field will be given preference; 
  • CAD and/or BIM experience is preferred; 
  • Skills in Microsoft Office, Adobe, Procore and/or other related software are preferred.

LICENSES, CERTIFICATIONS, OR REGISTRATIONS: 
Current, valid driver’s license required.
