INTERNATIONAL SELECTION TENDER PROCEDURE

RECRUITMENT OF 1 (ONE) ASSISTANT PROFESSOR IN THE FIELDS OF SPORTS AND PHYSICAL EDUCATION, WITHIN THE FACULTY OF SOCIAL SCIENCES, UNIVERSITY OF MADEIRA. 

 

By order 66/R/2026, dated 19 February 2026, the Rector of the University of Madeira deliberated the opening of an international selection tender procedure, for a period of 30 working days, counted the day immediately following the date on which this notice is published in the Diário da República, for the recruitment of one Assistant Professor in the fields of Sports and Physical Education, with an emphasis on Football within the Faculty of Social Sciences, under articles 37 to 51, 61 and 62-A of the University Teaching Career Statute (Estatuto da Carreira do Pessoal Docente Universitária (ECDU)), republished by Decree-Law No. 205/2009, of 31 August and amended by Law No. 8/2010, de 13 May, and in accordance with the Regulation for the Recruitment, Selection and Hiring of Teaching Staff of the University of Madeira, Regulation No. 268/2014, published in the Diário da República, 2nd series, No. 122, of June 27, 2014, with the new wording given by Regulation No. 851/2022, published in the Diário da República, 2nd series, No. 169, of 1 September 2022.

The joint order No. 373/2000, of 31 March, of the Minister of State and Public Administration and the Minister for Equality, made it compulsory to include the following statement in all public service recruitment procedures: “In compliance with subparagraph h) of article 9 of the Constitution, the Public Administration, as an employing entity, actively promotes a policy of equality of opportunities between men and women in access to employment and professional development, scrupulously providing for the prevention of any type of discrimination”.

       I — Admission requirements 

1 — Pursuant to Article 41-A of the ECDU, candidates must hold a doctoral degree.

2 — Candidates holding foreign academic degrees must provide proof of certification, equivalence or the recognition of their PhD degree by a Portuguese University, in accordance with the applicable legislation.

3 — Equivalence, recognition and registration of the doctoral degree must be obtained by the application deadline.

4 — Candidates must also meet the general requirements for employment in public functions set out in Law No. 35/2014, published in the Diario da República, 1st series, No. 117, of 20 June, namely:

  • Not to be barred from carrying out public service nor be forbidden to carry out the duties for which they are applying;
  • Have the physical robustness and psychological profile required to carry out the duties for which they are applying;
  • Comply with compulsory vaccination.
  •  

     

     

    II — Profile for which the position is open: 

    The position corresponds to the standard teaching profile ‘M’ (a mixed profile of teaching, research and service to the University), as defined in the Faculty Workload Allocation of the University of Madeira, Regulation No. 420/2014, published in the Diário da República, 2nd Series, No. 183, on 23 September 2014.

     

    III — Application Instructions: 

    1 — In accordance with the ECDU and in line with the Regulation for the Recruitment, Selection and Hiring of Faculty Staff of the University of Madeira, applications must be submitted using the appropriate form available on the website of the Human Resources Unit and must be submitted together with the following documents:

  • An up-to-date curriculum vitae detailing the activities developed within teaching, research, research and knowledge enhancement, academic service and university management, as well as other activities relevant to their teaching and scientific performance and to the mission of the institution, with particular emphasis on activities and work deemed relevant to the subject area(s) of the procedure. The curriculum vitae must be structured according to the evaluation and ranking parameters set out in this Notice. Candidates must also provide a complete list of publications and identify up to five publications/works most representative of their contribution to the development and advancement of the field. This selection must be accompanied by a brief justification in which the candidate explains their contributions;
  • A report on a curricular unit in the field of Football, including the objectives, syllabus, breakdown of content and distribution of contact hours, description of teaching strategies, development of skills by students, including an introduction to research, and assessment process, for a curricular unit in one of the subject areas covered by the selection procedure. If the candidate has been responsible for or taught the curricular unit, it should also include an analysis of the results achieved by the students;
  • A copy of the publications/works identified as the most representative;
  • Documents proving that the candidate meets the requirements set out in the Notice, in the section concerning the Admission Requirements;
  • Candidates who are not Portuguese nationals or who come from a country where Portuguese is not the official language must be proficient in spoken and written Portuguese at the common reference level B1 or higher. This requirement is officially recognized through a certificate or diploma of communicative competence in the Portuguese Language of the Common European Framework of Reference for Languages of the Council of Europe. The certificate may be replaced by a statement on the candidate's honour that he/she has a Portuguese language proficiency (written and spoken) that allows the allocation of teaching service, without any communication limitations.
  •  

    2 — The documents proving the fulfilment of the conditions set out in paragraph 4 of item I of this Notice may be waived, provided that the candidates declare, in the admission requirement, under a commitment of honour, that they meet the requirements. Candidates filling the position must provide documents to support the information they have provided in their application.

    3 — Applications must be submitted on a specific form, which is available on the  website of the Human Resources Unit of the University of Madeira, filled in in Portuguese, which, together with the attached documents, must be delivered in paper format, and in person to the Human Resources Unit, located at Colégio dos Jesuítas, Rua dos Ferreiros, 9000-082, Funchal, during office hours (10:00-12:30 and 14:30-16:00), or sent by registered post before the closing date for applications.

    4 — Candidates must also send an expression of interest (application), by email, to procedimentos.concursais@mail.uma.pt , before the closing date for applications, attaching all the documents required in the notice, in portable document format (PDF) (file names not exceeding 15 characters), using a link with no expiration date.

    Candidates must indicate the number of the notice of the competition they are applying for in the email subject line and list the PDF documents they are sending in the email body.

    5 — Applications must follow the order set out in this notice. 

    6 — The required documents must be presented in Portuguese or English.

     

    IV — Admission to the competition 

    Following analysis of the applications, the Rector will notify the candidates of their admission or exclusion to the selection procedure, based on whether they meet the requirements laid down therein.

     

    V – Approval on absolute merit:

    1 — Before ordering the admitted candidates, the jury shall deliberate on their approval or non-approval on absolute merit, by reasoned roll-call vote. Abstentions are not allowed.

    2 — The candidate who receives a favourable vote from more than half of the voting members of the jury shall be considered approved on absolute merit. 

    3 — The approval of candidates based on absolute merit will depend on whether they cumulatively meet the following criteria:

  • Hold a PhD in Sports Sciences;
  • Have a global curriculum considered by the jury as having scientific merit, research capacity and pedagogical activity already developed, compatible with the subject area(s) of the competition (with emphasis on Football) and appropriate to the teaching category.
  • Hold a Football coaching qualification (minimum UEFA B Diploma).
  •  

    VI – Seriation of candidates approved on absolute merit: 

    Candidates approved on absolute merit will be evaluated and ranked by the jury, in relative merit, according to item XI of this Notice, considering the evaluation and seriation criteria set out in item X of said Notice.

     

    VII — Procedures established for the competition: 

    The procedures established for the competition are those laid down for an ordinary procedure embodied in the Regulation for the Recruitment, Selection and Hiring of Faculty Staff of the University of Madeira, namely regarding:

  • Right to be heard - candidates have ten working days to express their views on the matter, following:
  • i) The date of the email delivery notification;

    ii) The date of the letter’s registration, respected the three-day post delay;

    iii) The date of the personal notification;

  • Hearing of candidates: 
  • Conducting public hearings shall be at the discretion of the Jury, in accordance with subparagraph b) of paragraph 4 of Article 50 of the ECDU.

     

    VIII — Calendar of the Competition: 

    The indicative calendar for the competition is as follows:

  • Period for receiving applications:

    Deadline established by the Public Notice: 30 working days after the opening of the selection procedure has been published.

  • Request for additional documents:

    Indicative deadline: any time after the deadline for submission of applications up to the selection and ranking of the candidates approved in absolute merit, by the jury;

  • Publication of the list of admitted candidates:

    Indicative deadline: Up to 30 calendar days after the deadline for submitting applications.

  • Publication of the list of candidates approved on absolute merit:

    Indicative deadline: up to 60 consecutive days after the deadline for applications

  • Public Hearings: 

    Indicative deadline for the decision to carry it out: until the final list of candidates approved on absolute merit is drawn up;

    Indicative deadline for hearings to be held: it shall be convened at least 10 days in advance and be held up to 30 consecutive days after the decision to carry it out ;

  • Approval process based on absolute merit, seriation of candidates approved in absolute merit and issuing of the final decision, and publication of the minutes and of the ordered list of candidates:

    Indicative deadline: Up to 90 consecutive days after the publication of the list of admitted candidates;

  • Sending the documents to the Rector:

    Indicative deadline: Up to 10 days after the final decision has been issued;

  • Homologation of the competition results and its minutes by the Rector and notification of the results 

    Indicative deadline: 10 days maximum after receipt of all the documents regarding the selection procedure.

    IX — Composition of the Jury:

    Pursuant to Article 53(2) of the Regulation for the Recruitment, Selection and Hiring of Teaching Staff of the University of Madeira, Regulation No. 268/2014, published in the Diário da República, 2nd series, No. 122, of June 27, 2014, as amended by Regulation No. 851/2022, published in the Diário da República, 2nd series, No. 169, of 1 September 2022, , the jury is composed of the following members:

    X - Criteria for selecting and ranking candidates 

  • Candidates are selected and ranked based on their capacity to fulfil the following aspects of the teaching staff service provision, in accordance with the general rules established for this purpose in Article 20 of the Regulation for the Recruitment, Selection and Hiring of Teaching Staff of the University of Madeira:
  • Teaching activity — 35% of the final classification of the candidate;
  • Research activities and knowledge valorisation — 45% of the final classification of the candidate;
  • Academic service activities and university management — 10% of the final classification of the candidate.
  • Training and professional activity outside the university —10% of the final classification of the candidate;
  •                          

    2. The following parameters should be considered for each of these criteria:

  • Teaching activity — Evaluation in this component shall primarily consider the teaching activity developed in the field of Football according to the following specific criteria and parameters:
  • Coordination and teaching of curricular units at university level and other teaching activities, considering the work carried out within different study cycles - 30%
  • Ability to promote educational projects, including the creation of new degrees or study programmes, educational innovation activities, the development of pedagogical laboratories, and activities related to exchange, mobility and cooperation programmes - 15%
  • Production of teaching materials, namely authorship of textbooks with ISBN, articles in educational publications and other documents to support students - 15%
  • Report on a curricular unit in the field of Football - 40%.
  •  

  • Research activities and knowledge valorisation — Evaluation in this component shall primarily consider the activity developed in the field of Football according to the following specific criteria and parameters:
  • Scientific output, including authorship of articles in scientific journals, books, book chapters and articles in conference proceedings, also considering their impact and acknowledgement within the relevant community. This parameter should consider the importance of the works identified by the candidate as most representative, particularly regarding the development of the subject area for which the selection procedure is open - 60%;
  • Coordination of and participation in research projects funded through national or international competitive calls, and setup of scientific teams - 25%;
  • Supervision of advanced academic training (master's degrees, doctorates and post-doctorates), completed and ongoing - 5%;
  • National and international recognition, including participation in scientific journals and scientific award juries, scientific committees, national and international research networks, and other scientific review activities - 5%;
  • Registered patents, provision of services, organisation of and participation in scientific and cultural events, and other activities aimed at disseminating and promoting the economic and social valorisation of knowledge - 5%.
  • Academic service activities and university management — Evaluation in this component shall consider the following specific criteria and parameters:
  • Participation in university management and coordination positions, within units and organic subunits and degree programmes - 30%;
  • Participation in academic evaluation activities, namely juries of academic exams and career selection procedures - 40%;
  • Participation in other tasks assigned by the management bodies falling within the scope of university teaching activity - 30%.

     

  • d) Training and professional activity outside the university — Evaluation in this component shall primarily consider the activity developed in the field of Football according to the following specific criteria and parameters:

    i.          Football coaching courses and other certified training for the management and supervision of sports training in football – 30%;

    ii.         International experience in leadership roles or as a member of technical teams in the management and supervision of sports training in football – 40%;

    iii.        National experience in leadership roles or as a member of technical teams in the management and supervision of sports training in football – 30%.

     

    XI — Final ordering of candidates and voting methodology:

    1 — Before voting process begins, each member of the jury must submit a signed document setting out their ranking of the candidates, which will be attached to the minutes, duly substantiated, and based on the evaluation and ranking criteria set out in this notice; 

    2 — During the successive voting rounds, each jury member must abide by the ranking they have submitted in the document referred to in the preceding paragraph;

    3 — Abstentions are not allowed during the voting process. 

    4 — The jury will use the following voting method to obtain an absolute majority for the final ranking of the candidates: 

    a) The first voting round is intended to determine the candidate to be ranked first; 

    i) If a candidate obtains an absolute majority of the votes for the first place, he/she wins the competition and is removed from subsequent ballots. The procedure for determining the second-place candidate shall then begin; 

    ii) If none of the candidates obtain an absolute majority of the votes for first place, a further voting round will be held, only among those who received votes for the first place, after the candidate who received the least votes for that place has been removed; 

    iii) If there is a tie between two or more candidates for the least-voted position, another ballot will be held to determine which of the least-voted applicants shall be eliminated; 

    iv) If there is still a tie between two or more candidates for least-voted positions, but the number of candidates in that position has been reduced, a new tie-breaking ballot shall be held, only between those candidates, counting the number of relative first positions, the least voted shall be removed; 

    v) If there is still a tie between two or more candidates for the least-voted position and the number of candidates has not been reduced, the President of the Jury shall have the casting vote; 

    vi) If there is a tie when there are only two candidates left to be considered for first place, the President of the Jury shall have the casting vote; 

    b) Once a candidate has been ranked first, he or she shall be removed from the ballot and the entire process is repeated for second place and so forth until an ordered list of all candidates is complete.
