About Us

The Income Assistance Division of the Ministry of Social Services provides programs and services to the people of Saskatchewan to support their basic needs as they work toward becoming self-sufficient to the best of their abilities. It also provides employment and housing supplements, and income supports for seniors.

The Opportunity

The Income Assistance Program and Service Design Branch is seeking a highly motivated individual to join our team as a Program Effectiveness Consultant, Economic Evaluation and Analysis. Reporting to the Director of Program Effectiveness, you will lead complex economic, data, policy, and financial impact analyses to support strategic and operational decision-making. Your work will help ensure income assistance programs and services are effective, efficient, and sustainable through economic and program evaluations, environmental scanning, data modelling, and analytics. You will provide advice and recommendations on major initiatives for the branch and ministry that affect the social and economic well-being of citizens and the province.

This is an in-office position in Regina.

The successful candidate will have:

  • Experience analyzing large, complex datasets, including leading analytical work that involves consulting with stakeholders with diverse backgrounds.
  • Advanced analytical, research, problem-solving, and strategic thinking skills to identify and address complex issues, and translate findings into clear, practical recommendations for senior management and decision-makers.
  • Demonstrated experience in economic and program evaluation, including performance measurement and financial and program impact assessment.
  • Expertise in quantitative research design and analytical methods, including experience applying data modelling, forecasting, or related techniques within a program design or policy context.
  • Advanced proficiency in Excel (required) and experience working with other statistical software such as SPSS and R, and business intelligence tools (particularly Power BI).
  • Exceptional verbal and written communication skills, including experience preparing briefing notes, budget materials, research reports, and presentations tailored to technical and non-technical audiences.
  • Knowledge of government programs, social and public policy would be considered an asset.

The knowledge and skills for this position are typically acquired through a graduate degree in economics, social sciences, public administration or a related discipline with a strong quantitative focus, combined with relevant work experience. Equivalent combinations of education and experience will be considered.
